Access to climate finance is a challenge for many developing countries, including for small island developing states.
Projects remain in the pipeline as they fail to provide sufficient justification for the climate rationale to receive funding. Resources and capacity to provide the required evidence of that rationale is often constrained in developing countries, resulting in fewer bankable climate finance proposals being successful. This discussion paper proposes the use of satellite remote sensing (SRS) and earth observation (EO) data, information and applications as a means to manage and address this problem and enhance the development of robust climate finance proposals and enable better access to climate finance streams.
