This book communicates a major research exercise spanning six Commonwealth member states on the African continent. Its findings will likely have resonance much farther afield within, and globally beyond, the Commonwealth. Its mixed-methods approach includes rich and insightful qualitative research and detailed and illuminating quantitative enquiry.
As indicated by the title of this book, the Commonwealth Secretariat (CS) has invested in enhancing the use of Enterprise Risk Management (ERM) “…as a strategic tool in improving governance” in the public sector.
The field research that underpins this book was conducted in 2021. Subsequently, the insights have guided the CS in actions including the development of an ERM Capacity Building and Implementation Manual for Commonwealth member states in 2022. Further, the Manual has been piloted in some Commonwealth Africa member states, through the training of trainers.
This research identified strategic (long term) and operational (short and medium term) challenges to the CS’s goal to support member states in improving national good governance.
