Transformative climate finance for climate action: Leveraging COP30 decisions, commitments and momentum

At COP30 in Belém, Brazil, the global climate finance architecture and the need to accelerate the flow of both public and private capital to climate-vulnerable nations was high on the agenda for Commonwealth member countries. This is particularly critical for Small Island Developing States (SIDS), Least Developed Countries (LDCs), and other vulnerable countries which continue to face persistent barriers to accessing finance at scale.

Existing mechanisms, such as the Commonwealth Climate Finance Access Hub (CCFAH) and the International Monetary Fund’s Resilience and Sustainability Facility (RSF), are already playing a pivotal role in addressing these challenges for members countries.

This hybrid event, following the Commonwealth Secretariat’s engagement at COP30, provides a timely opportunity to reflect on the COP30 outcomes on finance, assess the implications for Commonwealth member countries, and explore how mechanisms such as CCFAH and RSF can be leveraged to mobilise greater finance from both the public and private sector to achieve national climate goals. The event will also include the launch of the Commonwealth Blue Bonds Handbook.

Objectives

  • Facilitate a dialogue among policymakers, partners, and financiers on the evolving global climate finance landscape post-COP30
  • Identify practical opportunities for Commonwealth countries to translate COP30 commitments into country-level financing strategies
  • Highlight successful examples of countries’ accessing and utilising facilities such as the RSF and CCFAH to strengthen resilience and sustainability
  • Explore potential partnerships to catalyse blended finance and private sector investment for climate action across the Commonwealth

  • Enhanced understanding of COP30 climate finance outcomes and the relevance of CCFAH and RSF for member countries
  • Clear identification of opportunities for public–private collaboration to mobilise and scale up climate finance effectively across the Commonwealth
