Theme: A Resilient and Inclusive Energy Transition to Foster Sustainable Development

The Commonwealth Sustainable Energy Forum is a biennial convention of senior officials from the ministries, departments and agencies with responsibility for the energy sector across the Commonwealth.  

The Forum is organised under the Commonwealth Sustainable Energy Transition (CSET) Agenda, a platform for collaborative action amongst member countries and development partners to accelerate the transition to low-carbon energy systems in a manner that contributes to the achievement of the Paris Agreement on climate change and the 2030 Sustainable Development Goal 7 on access to affordable, reliable, sustainable and modern energy for all by 2030.  

The CSET agenda is anchored on three key pillars:  

▪ Inclusive Transitions ▪ Technology and Innovation ▪ Enabling Frameworks 

The 4th biennial CSET Forum will be held in-person at the Commonwealth Secretariat’s HQ in London. 

Objectives 

The 4th Biennial CSET Forum 2025 aims to strengthen collaboration and networks among member countries and with development partners, facilitate knowledge and experience sharing.  

This forum seeks to explore challenges and opportunities for action through a Commonwealth lens and broaden understanding of global energy transition issues.

Participants and guests 

  • Commonwealth member countries, represented by senior officials - permanent secretary or director level - of ministries, departments or agencies with responsibility for the energy sector.  

  • Commonwealth youth delegates, nominated through the relevant Commonwealth Youth Networks.  

  • Participants from partner organisations and leading practitioners and subject matter/industry experts from private and public sector. 

Format 

Sessions over the three days will be interactive and engaging and encourage open and robust exchanges. All discussions will be held under the Chatham House Rule of non-attribution. 

The Forum will conclude with an outcome statement for the 2025 CSET Forum, that will inform priorities for the CSET Agenda.
