25th Commonwealth Foreign Affairs Ministers Meeting (CFAMM)

The 25th Commonwealth Foreign Affairs Ministers Meeting (CFAMM) will take place on Monday, 22 September 2025, 10:00–13:00 EST, at UN Headquarters, New York.

This year, CFAMM will be chaired by the Minister of Foreign Affairs and International Cooperation of Rwanda is Olivier J.P. Nduhungirehe.

The 25th Commonwealth Foreign Affairs Ministers Meeting (CFAMM) will bring together Foreign Ministers to strengthen collaboration and develop joint responses to shared challenges across the Commonwealth.

Ministers will:

  • Review progress on mandates from the 2024 Commonwealth Heads of Government Meeting (CHOGM) and advance preparations for the next CHOGM, to be hosted by Antigua and Barbuda in 2026.
  • Consider reports from recent ministerial meetings.
  • Receive the Secretary-General’s report on reform and strategic priorities.
  • Discuss country situations of concern.

The Commonwealth Secretary-General, the Hon. Shirley Botchwey, will lead the Commonwealth Secretariat delegation, supported by Prof. Luis Franceschi, who will serve as Conference Secretary. This will be Secretary-General Botchwey’s first meeting with Commonwealth Foreign Affairs Ministers at CFAMM.

On the margins of the United Nations General Assembly, the Secretariat will convene two key ministerial gatherings:

  • The Commonwealth Foreign Affairs Ministers Meeting (CFAMM), 22 September 2025
  • The Commonwealth Ministerial Action Group (CMAG), 21 September 2025

Together, these meetings will provide a vital platform for Ministers to reflect on how Commonwealth countries and the Secretariat can work together to reinforce governance, deepen cooperation, and build resilience in the face of global challenges.
