The biennial Commonwealth Law Ministers Meeting (CLMM) will take place in Zanzibar from 4 to 8 March 2024.
Hosted by the Government of the United Republic of Tanzania, the meeting will focus on the theme ‘Technology and Innovation: How digitalisation paves the way for the development of people-centred access to justice’.
During the meeting, law ministers and attorneys-general from across the Commonwealth will discuss recent legal developments in their jurisdictions and explore responses to emerging justice issues affecting Commonwealth citizens.
The meeting agenda will cover a wide range of issues, including digital assets, electronic resources for efficient legal systems, the protection of women and girls, strengthened access to justice for people with disabilities and developments in climate policy and legislation
A key focus will be on examining responsible ways to leverage technology to improve law and access to justice, especially for marginalised people.
The outcomes from the meeting will advance mandates from Commonwealth Heads of Government Meetings, including the Declaration on Equal Access to Justice, in line with Sustainable Development Goal target 16.3 of ensuring equal access to justice for all.
Honourable Dr Pindi H. Chana, the United Republic of Tanzania’s Minister of Constitutional and Legal Affairs, will chair the meeting.

Senior Officials Meeting
The Senior Officials Meeting will be held on 4 March 2024 in Zanzibar and will be chaired by the Ministry of Constitutional and Legal Affairs of the United Republic of Tanzania.
High-level side event
In partnership with the Commonwealth-accredited organisation Barefoot Law, the Government of the United Republic of Tanzania will host a high-level side event on 5 March 2024.
The event will showcase the country’s Mama Samia Legal Aid Initiative, which aims to promote effective and inclusive access to justice in the United Republic of Tanzania.
Commonwealth Access to Justice Prize
The Commonwealth Secretariat will announce the winners of the inaugural Commonwealth Access to Justice Prize at an event on 7 March 2024.
The prize recognises innovative initiatives led by government ministries or departments that promote access to justice at the local or national levels.
Press accreditation
International and local journalists wishing to cover the meeting must complete press accreditation form before 1 March 2024 in order to gain access to the meeting venue and media facilities.
Attendance is at the Commonwealth Secretariat’s discretion. The Secretariat does not sponsor journalists to attend the meetings.
