Ambassador Tanmaya Lal has been a career diplomat with nearly thirty-five years of experience in international relations across bilateral, regional and multilateral settings. He retired as Secretary (West) in India’s Ministry of External Affairs, advising the Foreign Minister, and supervising 10 territorial and thematic divisions.
He has held senior leadership positions in India and overseas, including as Ambassador to Sweden and Latvia, High Commissioner to Mauritius, and Ambassador/Deputy Permanent Representative to the United Nations in New York. He has also served in Kenya (Somalia and Eritrea), Iran, Germany, Austria (Slovenia) and Thailand. These positions involved managing large diplomatic missions, leading engagement with diverse partners, and overseeing complex policy portfolios. At headquarters he has led multilateral and Africa Divisions. He has engaged with a range of multilateral groupings, including the European Union, African Union, Commonwealth, BIMSTEC and ASEAN.
He has led multilateral negotiations on key global issues, including climate change, migration, sustainable development, financing for development and human rights and major international processes, including the 2030 Agenda for Sustainable Development and the Global Digital Compact. He has worked on issues relating to Oceans, Space and Geospatial technologies, and Artificial Intelligence.
Mr. Lal has extensive experience in development partnerships, including governance roles in the India-UN Development Partnership Fund and the IBSA (India-Brazil-South Africa) Fund. In Mauritius, he supervised large development assistance projects, spanning infrastructure, transport, health, housing, and renewable energy. He co-led the substantive work during the Third India-Africa Forum Summit in 2015.
His career includes significant work in promoting trade, investment, technology partnerships and innovation ecosystems, alongside sustained engagement with the United Nations and other regional and multilateral organisations and a range of national and international stakeholders.
Before serving as a diplomat, Mr. Lal worked with public sector undertakings in oil & gas and cement sectors. He is a Chemical Engineer and holds a Master’s degree in Biological Sciences.
