The Commonwealth Blue Charter is an agreement by Commonwealth countries to actively cooperate in addressing the myriad of ocean-related issues and commitments that they face. Ocean observations are essential to increase the collective understanding of the increasing pressures facing our oceans and improve our ability to predict and adapt to them, especially those caused by human activity.

The Commonwealth Secretariat is seeking to engage a qualified consultant to further develop materials for online training modules on ‘Using R to analyse and interpret ocean observational data.’

The training will be targeted at government officials, providing a solid understanding of ocean observation and the importance of oceanographic data and the research questions they can inform.

The self-paced modules will be derived and revised based on existing materials – pre-recorded materials, R-files, notes, voice-overs and PowerPoint slides. This contract therefore has two general activities:

  1. minor revisions to the existing materials, as necessary, to be appropriate for online self-paced learning (e.g. adding quizzes), and
  2. conversion into SCORM format for publication on our internally hosted Moodle website.

The preferred consultant should hold the profile below:

  • Demonstrated experience in the creation of self-paced learning modules.
  • Demonstrable experience in developing teaching materials.
  • Experience in training government officials is advantageous.
  • Marine and ocean observation experience is advantageous.
