The Commonwealth Secretariat is seeking to engage a consultant to develop a background report on the topic of Energy Literacy - establishing the rationale and importance of energy literacy as a policy tool in the light of the global energy transition agenda.
The report will contain illustrative examples, identify common challenges and good practice approaches to energy literacy that will support policy makers in Commonwealth member countries, particularly developing states including those with low energy access rates.
The background report will be used as a resource for an Action Group comprising Commonwealth member countries, formed to promote energy literacy in the Commonwealth as an important tool for achieving a just and inclusive energy transition. It will assist members of the Action Group to reach a shared level of understanding on common and crosscutting issues and policy approaches that can be adopted in promoting energy literacy.
The preferred Contractor or consultancy firm should hold the profile below, which should be outlined in the cover letter and CV:
- At least seven (7) years of relevant experience, and preferably more, in global energy issues and focus on research in energy literacy.
- Experience working with or in (preferably Commonwealth) government(s) and/or public-private partnerships;
- Experience in the development of materials for government officials;

The proposal should show how the consultancy would be carried out to meet the specific objectives and should include a short statement of the candidate’s / team’s relevant expertise and experience along with the bid amount.
Evaluation will be based on competency and cost. For proposals that score closely, priority will be given to consultants that are Commonwealth citizens or entities registered in a Commonwealth country. The cover letter should show how the consultancy would be carried out to meet the specific objectives set out in the TOR. It should include a short statement of the candidate’s relevant expertise and experience along with the bid amount. Examples of previous work may also be submitted.
