Background

Purpose of the assignment

The purpose of this activity is to lead the knowledge management processes before, during, and after the dialogues to document experiences and develop knowledge products around the concept of national DPI for agricultural and climate data in the two countries.

Scope of Work

In consultation with the Secretariat, the consultant/consulting firm will take the lead and work with the CCA focussing on some of the following activities during the period.

  • Before the Dialogues

o Work with the CCA team for diagnosis engagement with multiple stakeholders on current situations of agricultural data management in support of climate resilient agriculture in the two countries.

o This includes desk-based review and remote consultation with country partners on existing models for agricultural data management to understand current issues and challenges.

o Lead the stock-taking of the desk reviews and bilateral engagements carried out during this phase.

o Support a baseline data gathering and analysis through online surveys ahead of the dialogues.

o Use the outcomes of the virtual bilateral engagements to inform the design of the policy dialogues.

  • During the Dialogues

o Lead the facilitation of the two national dialogues by engaging local support teams in both countries to carry out the work.

o Lead knowledge capturing, documentation and reporting process during the two dialogues.

o Engage with the policy dialogues on the need for nationally coordinated approach to developing and managing digital public infrastructure for agricultural data.

  • After the Dialogues

o Produce full reports on the entire processes for the two countries.

o Produce short policy/technical briefs covering the outcomes of each national dialogue.

o Work to develop action plans to address challenges and issues to be identified facing agricultural data management including the need for a coordinated national approach.

Qualifications/expertise:

Qualifications/expertise sought (required educational background, years of relevant work experience, other special skills or knowledge required):

  • First degree in agriculture, computer science, information science, or other relevant field
  • 10+ years’ experience in agricultural information and knowledge management, food systems research and analysis in the Commonwealth.
  • Experience in methods and approaches to conference facilitation, and knowledge sharing processes.
  • Experience working with the private sector and government officials.
