TOR Consultancy Objective

The main objective of the consultancy is to develop a comprehensive national policy on packaging and labelling goal for the Government of Solomon Islands.

Methodology/Approach

The consultant will follow a framework/guideline for National Policy Development adopted by the Solomon Island Government. The framework/guideline should be discussed and agreed with the Ministry of Commerce, Industry, Labour, and Immigration (MCILI) to draft a national policy on packaging and labelling.

Proposed activities

To achieve the objectives set out in this ToR, the consultant is expected to undertake the following activities:

  1. Review of the existing literature, policies, and regulatory frameworks on packaging and labelling of products in the Solomons Islands and elsewhere.
  2. Hold stakeholder consultations in the Solomon Islands.
  3. Prepare a diagnostic report on the existing policies and regulatory gaps on packaging and labelling to guide the scope of the policy development.
  4. Prepare a comprehensive national policy on packaging and labelling in line with the government’s established framework/guideline.
  5. Present the draft national policy on packaging and labelling to stakeholders in a validation workshop to be organised by the Ministry of Commerce, Industry, Labour, and Immigration (MCILI).
  6. Submit the final validated national policy to the Commonwealth Secretariat and the Ministry of Commerce, Industry, Labour, and Immigration (MCILI).
  7. Develop a bridged version of the national policy on packaging and labelling for dissemination to stakeholders.

Deliverables/Outputs

The consultant is expected to adhere to the following timelines for the deliverables:

  1. Submit an inception report setting out your perspective of the national policy on packaging and labelling based on review of literature, policies and regulatory frameworks that could be suitable for the Solomon Islands and the approach for delivery of the assignment by 10 November 2023.
  2. Submit draft diagnostic report based on the review of the existing national policy and regulatory framework on packaging and labelling, gaps, and way forward to the Ministry of Commerce, Industry, Labour, and Immigration (MCILI) and the Commonwealth Secretariat by 15 December 2023.
  3. Submit a draft national policy on packaging and labelling in line with the government’s established framework/guideline to the Ministry of Commerce, Industry, Labour, and Immigration (MCILI) and the Commonwealth Secretariat by 23 February 2024.
  4. Present the draft national policy on packaging and labelling to stakeholders in a validation workshop to be organised by the Ministry of Commerce, Industry, Labour, and Immigration (MCILI), Consumer Affairs and Price Control Division by 25 March 2024.
  5. Submit a final national policy on packaging and labelling having integrated stakeholders’ input from the validation workshop by 15 April 2024.
  6. Develop a bridged version of the national policy on packaging and labelling for dissemination to stakeholders 30 May 2024.

    Qualifications and expertise

  1. The expert should be a holder of a post graduate degree in any of the following fields, economics, law, international trade, business studies, or in a related field. At least 10 years of post-graduate experience in trade related field including proven track record in drafting and implementation of a national or regional trade policies.

  2. The expert should have extensive knowledge and understanding of multilateral trade laws and regulations on standards, quality, metrology, and assessment specifically WTO Agreements on Technical Barriers to Trade (TBT) and Sanitary and Phyto-Sanitary (SPS).

  3. The expert should have experience in working with a broad range of stakeholders.
  4. Experience working in the pacific region.

Evaluation will be based on competency and cost. Where submissions are similar in quality, preference will be given to Contractors that are Commonwealth citizens.
