Background to the assignment
Purpose of the assignment:
The purpose of the assignment is to undertake an assessment of The Family and Children’s Court of Trinidad and Tobago and to produce a detailed report setting out the legal, regulatory and operational frameworks of the court in the context of an integrated family court model.
Expected Output:
Under the guidance of the Rule of Law Section, Commonwealth Secretariat, the Consultant will develop a report on The Family and Children Division of the High Court of Trinidad and Tobago. The report shall in the minimum contain the following:
- a general overview of integrated family courts;
- a desk review of relevant literature and materials from Trinidad and Tobago including the identification of the legislative framework underpinning this court as an integrated family court;
- a discussion on why the integrated family court system in Trinidad and Tobago is successful;
- a discussion on any ongoing challenges and steps in place to mitigate these challenges;
- interviews of relevant stakeholders in Trinidad and Tobago; and
- a presentation of detailed findings to the Secretariat.
Qualifications/expertise sought (required educational background, years of relevant work experience, other special skills or knowledge required):
- Minimum of master’s degree in law, international development or another relevant field;
- Minimum of ten (10) years of professional expertise at the national or international level in justice programming;
- Practical professional experience with court administration and court management in family courts and/or civil courts;
- Proven ability to work well under pressure and meet strict deadlines;
- Fluency in English required.
This consultancy assignment is expected to require a Consultant at Band C of the
Secretariat’s Technical Assistance Consultants: Corporate Fee Band Table (see Annex 1 Below).
