Background 

The Commonwealth Secretariat (The Secretariat) is an international organisation established by Agreed Memorandum, which is given privileges and immunities under the domestic law of the United Kingdom by the Commonwealth Secretariat Act 1966 (as amended by the International Organisations Act 2005). Under this legislation, the Secretariat is not subject to UK jurisdiction and enforcement.

The Secretariat implements decisions agreed by 56 Heads of Government and Ministers through advocacy, consensus–building, information sharing, analysis, technical assistance, capacity-building, and advice on policy development.

The Commonwealth Secretariat implements a Data Governance Framework that aligns with the Data Management Body of Knowledge (DMBoK).

Scope of Work

The consultant will be required to:

  • Produce inception report outlining how the assignment will be carried out. Outline specific methodologies and steps you intend to use for carrying out the assignment (include timeline and key milestones).
  • Work with the ICT Data & Analytics Section and business users of the Commonwealth Secretariat to complete the documentation of data governance and management practices, and data structures of the ‘As Is’ state, using recognised tools and frameworks. The Secretariat’s Data Governance framework aligns to the Data Management Body of Knowledge (DMBoK).
  • Identify gaps and opportunities for the Secretariat to have been Data Governance practices to support the strategic plan, programme delivery current processes, reporting requirements and ambitions including exploiting the use of AI and related technologies.
  • Document current state comprehensively outlining the key elements and details in a structured manner.
  • Form recommendations and propose a roadmap to achieve the ‘To Be’ state based on the gaps identified.
  • Document all findings and recommendations and present these to the Secretariat. All documents are to be submitted in an editable format.

Qualifications/Experience

  • Postgraduate degree in an area relevant to the assignment.
  • Qualification in Data Management, preferably from the Data Management Association (DAMA).
  • A minimum of 7 years relevant experience.
  • At least 2 similar assignments conducted in the past 5 years.
  • Experience working with an international inter-governmental organisation.
