For the Provision of: Commonwealth Carbon Pricing Model Law

The Commonwealth Secretariat is seeking to engage a qualified consultant (which may be an individual, consortium or company) to work in partnership with ONR to:

1. briefly summarise the main design features and articles of carbon pricing laws in five countries (including three Commonwealth countries) that are following the fuel approach to carbon pricing; and
2. draft a Commonwealth Carbon Pricing Model Law.

The preferred Consultant will preferably have:

• demonstrable expertise and experience in drafting primary legislation;
• demonstrable expertise and experience drafting model laws;
• demonstrable expertise and experience drafting financial, particularly tax, legislation;
• demonstrable expertise and experience drafting carbon pricing laws;
• demonstrable expertise in climate change policies, particularly carbon pricing; and
• knowledge of carbon pricing policies and legislation in different countries.
