Commonwealth not to have election observers in Bangladesh

It has been decided that the Commonwealth will not be present to observe the forthcoming elections in Bangladesh, following a recent electoral assessment.

A recent electoral assessment mission by officials of the Commonwealth Secretariat concluded that the present electoral conditions do not meet Commonwealth election observation guidelines, particularly the need for inclusive and representative elections.

It has therefore been decided that the Commonwealth will not be present at this stage to observe the forthcoming elections. The decision has been conveyed to the Government and the Chief Election Commissioner.

The Commonwealth welcomes continued adherence to the Constitution of Bangladesh, looks forward to inclusive and peaceful elections in Bangladesh, and remains willing to provide electoral and other relevant assistance as is the case with all member states.

Terms of reference for Commonwealth Secretariat electoral assessment missions are to:

  • assess the prevailing conditions and preparations for forthcoming elections, and the extent to which the minimum conditions for democratic elections are provided for
  • meet national stakeholders, including political parties and civil society, and ascertain whether or not there is ‘broad support’ for the presence of Commonwealth observers
  • ensure that any Commonwealth observer mission which the Secretary-General may decide to constitute for forthcoming elections will be free to pursue its mandate
  • explain the role and methodology of a Commonwealth observer mission to national and relevant international stakeholders.
