Commonwealth announces appointment of seasoned diplomat John Virgoe to senior leadership role

The Commonwealth Secretariat has announced the appointment of John Virgoe as the new Director of its Governance and Peace Directorate.

Mr Virgoe brings a wealth of experience in diplomacy, governance and international policy to the role. A senior British diplomat with more than three decades of public service experience, he has worked extensively across the Indo-Pacific region and held a number of leadership positions within the UK government, including senior roles focused on South-East Asia policy, anti-corruption, international development and strategic policy coordination.

He has also served in several overseas diplomatic postings, including assignments in Jakarta, Nairobi and Canberra, where he worked on issues relating to economic diplomacy, climate change, multilateral engagement and regional cooperation. Mr Virgoe served as the British High Commissioner to Brunei Darussalam from 2020 to 2024 and most recently as the UK government’s Envoy to the Commonwealth.

Outside government, Mr Virgoe has contributed to international policy and conflict prevention initiatives through his work with international organisations and policy institutions focused on governance, regional stability and sustainable development.

Welcoming the appointment, Commonwealth Secretary-General, Hon Shirley Botchwey, said:

“I am delighted to welcome John Virgoe to the Commonwealth as Senior Director of the Governance and Peace Directorate.

“With his extensive diplomatic and international policy experience, he will play an important role in supporting member countries to strengthen democratic institutions, the rule of law and effective public administration across the Commonwealth. His arrival comes at an important time as we prepare for a defining Commonwealth Heads of Government Meeting in November.”

Mr Virgoe will join the Commonwealth team in mid-June and will help shape policy direction on the Secretariat’s work on good governance, rule of law, human rights, good offices,  elections and broader political and regional matters across the Commonwealth. He will also work closely with member countries and partners to support the Commonwealth’s ongoing governance and peacebuilding initiatives.

His appointment comes as the Commonwealth continues to strengthen its support in promoting democratic values, inclusive governance and sustainable peace across member countries.
