This is the report of an expert group, convened to focus on the special health problems of island developing and other specially disadvantaged countries.

With the publication in 1977 of its annotated directory, Commonwealth National Bibliographies, the Education Division of the Commonwealth Secretariat produced the first single up-to-date sourcebook on Commonwealth national bibliographies and their contents. Since then, the directory has been used by libraries, booksellers, research institutions and scholars as a basic guide to sources of information about the publishing output of Commonwealth countries in the years that have elapsed since their national bibliographies came into being.

Commonwealth Ministers of Education meeting in Accra for the Seventh Commonwealth Education Conference recommended that 'the Commonwealth Secretariat, in consultation with governments concerned, should assemble information on the steps being taken to implement programmes of universal primary education (UPE) in member countries and make this information available to other countries'.

The Commonwealth Scholarship and Fellowship Plan was drawn up at the First Commonwealth Education Conference held at Oxford in 1959. The general basis of the Plan is that those Commonwealth governments which are able to do so should institute Commonwealth Scholarships and Fellowships to be held by men and women from other Commonwealth countries at universities and other institu­tions of higher learning in the awarding country. The progress and develop­ment of the scheme have been reviewed at successive Commonwealth Education Conferences at New Delhi in 1962, Ottawa in 1964, Lagos in 1968, Canberra in 1971, Kingston in 1974 and Accra in 1977. For this purpose reports on the CSFP are presented to each Conference.
