This study is the result of a decision by Commonwealth Heads of Government at their 1983 Meeting in New Delhi.

Commonwealth Heads of Government, at their Meeting in Melbourne in September/October 1981, regarded as imperative the need to revitalise the dialogue between developed and developing countries.

‘A major element in a sustainable international trading system is a fair and equitable place for the developing countries.

‘The interdependence of the world’s economy is now so strong that there would be a good case for collective action even in times of prosperity and growth; in the crisis now prevailing the case for joint action is compelling.

This is the report of the second Meeting of Young Commonwealth Leaders, which was held in Colombo, 3-8 May 1979.

The solution of the problem of development rests largely upon the developing countries, who must make intensified efforts at self-reliance involving the effective use of local endowments and opportuni-ties.

This publication is a report of a workshop on National Youth Programmes and National Youth Services held in Accra, Ghana in March 1975.
