Location: Home-Based, with travel to the NPG 10th Annual Meeting scheduled to be held on Thursday 6th October in Cape Town, South Africa.

2022 is a milestone for the Project as it marks 10-year anniversary. It is thus timely for an independent review to assess its relevance, efficiency, effectiveness, impact and sustainability. The Commonwealth Secretariat is seeking the services of an expert to undertake an independent review and evaluation of the Project: New Producers Group (NPG).

The evaluation shall take into account the unique nature of the NPG partnership; the complexity of petroleum sector (including the risks and opportunities for emerging producers in the global energy transition) as well as the capacity of the implementing organizations, i.e. the governments of developing countries.

The evaluation will provide an independent opinion on the strategic fit, management, implementation and impact of the Project. It will also make recommendations from both the strategic and operational perspectives to optimise the utilisation of resources in achieving sustainable impact. It will also evaluate the extent to which the Secretariat’s support was relevant to the Project delivery/impact.

The preferred Contractor or consultancy firm should hold the profile below, which should be outlined in a concise cover letter and CV:

  • Prior experience of not less than ten years’ experience in monitoring and evaluation field with evidence of leading the design, planning, execution, and/or undertaking reviews and critical research. Experience in performing evaluations with respect to knowledge networks and/or natural resource management is an advantage;
  • At least a university degree (with preference for masters level) in developmental studies, international relations or a related field. Prior experience in the petroleum or extractives sector is an advantage;
  • Excellent communication skills, including experience in the production of clear and concise reports for international/inter-governmental institutions, and delivery of messages to a diversified audience (examples of prior reports to be provided where possible);
  • Prior experience working with multilateral organisations and knowledge of the Sustainable Development Goals and the international governance architecture. Experience in evaluating programmes in developing countries and/or support to governments (esp CWC) will be an advantage.
