In 2021, the Commonwealth Secretariat launched a report entitled: ‘Gender Integration for Climate Action: A Review of Commonwealth Member Countries Nationally Determined Contributions’. The report provides an in-depth understanding of how and to what extent Commonwealth member countries are integrating gender and social inclusion concerns into their NDCs, with the identification of prevailing gaps, entry points and opportunities for the integration of gender into NDCs including a set of best practice recommendations.

Building on this work, the Commonwealth Secretariat is seeking to engage a qualified Contractor to deliver the Consultancy for the Commonwealth Member Countries Nationally Determined Contributions (NDC) Gender Analysis (II). The Gender and Climate Change Consultant will work closely with the Commonwealth Secretariat Climate Change and Gender Sections, to:

  1. Conduct an analysis of the integration of gender equality concerns into the climate commitments of the 54 Commonwealth member countries as well as the extent to which the links between gender equality and climate change are explored.
  2. Utilise the outcome of this analysis to provide a sound basis for supporting the work of the Secretariat in the integration of gender equality and climate change in its programmes.

The preferred Contractor should hold the profile below, which should be outlined in the cover letter and CV:

  • A post-graduate qualification (Master’s degree) in any of the following: Gender Studies, Climate Change, Environmental Studies and/or related discipline;
  • Expertise and/or knowledge on the NDC process (development, revision and implementation) and the mainstreaming gender elements;
  • At least eight years of relevant experience in gender equality and climate change, preferably in an international development context;
  • Expertise in gender analysis, and substantial experience in considering the gender aspects of climate change;
  • Strong analytical and writing skills with fluency in both written and spoken English essential.

The proposal should show how the consultancy would be carried out to meet the specific objectives set out in this TOR. It should include a short statement of the candidate’s relevant expertise and experience along with the bid amount. Evaluation will be based on competency. Where submissions are similar in quality, preference will be given to Contractors that are Commonwealth citizens or entities registered in a Commonwealth country.
