TOR consultancy objective
The broad objective of this consultancy is to support the capacity-building initiatives in the area of BCPs through the development and delivery of workshop materials to debt management professionals at a regional workshop to be held in Africa.
Required output
The expert will work with the Commonwealth Secretariat’s Debt Management Unit to develop workshop materials for delivery at the regional workshop on BCPs. Major responsibilities will include, though not limited to, the following activities:
- Assist with the development of the workshop scope and agenda for the workshop.
- Prepare workshop materials on BCPs tailored for the debt management professionals using the IMF’s Business Continuity Planning for Government Cash and Debt Management and other resource documents.
- Prepare a business continuity disaster recovery plan template that DMOs can utilise.
- Deliver presentations during the five-day regional workshop to be held in Rwanda.
- Facilitate discussions as well as question and answer sessions with participants on two days during the five-day regional workshop.
- Prepare a skeletal outline for a business continuity publication outline.
- Post-workshop report
Qualifications and expertise
The consultant should have the following expertise:
- A post-graduate qualification in economics, finance or a related subject;
- Minimum of 10 years’ experience in Business Continuity Planning;
- Experience delivering training in and undertaking Business Continuity Plans for Public Debt Management Offices (experience in that region will an advantage);
- Experience delivering knowledge products on Business Continuity Planning
- Demonstrable strong communication skills both verbally and written.
