The Commonwealth Secretariat seeks to engage an ocean financing expert to assist the Commonwealth Blue Charter programme in the delivery of its key outcomes and CHOGM mandates for member countries.

POST TITLE: Consultancy for Blue Finance Expert: Identification of ocean-based finance for the Commonwealth Blue Charter   

LOCATION: Home-Based

FEE: £30,000

DURATION: approx. 6 months

CLOSING DATE: 12:00 BST, 21 June 2024

It will need to maximise opportunities for Commonwealth countries, encapsulating the needs of SIDS, LDCs and climate-vulnerable coastal countries and taking into consideration regional diversity.

 The selected consultant will need a key combination of skills and experience including:

  • Advanced degree in finance, economics, business administration, public-sector management or a related relevant field.
  • Demonstrated expertise of more than 7 years in ocean finance, sustainable finance, or environmental finance, with a track record of successful projects and initiatives.
  • Proven ability to develop strategic financing plans, structure funds, mobilize investment, and forge partnerships with diverse stakeholders.
  • Excellent communication skills, with the ability to convey complex financial concepts and ideas to a diverse audience.
  • Experience working in international development, multilateral organizations, or government agencies is desirable.
  • A strong commitment to collaborative approaches.
  • Willingness to work remotely across a range of time zones

Evaluation will be based on competency and cost. Where submissions are similar in quality, preference will be given to Contractors that are Commonwealth citizens.
