The overall goal of the Mkhondvo Ngwavuma Water Augmentation Project (MNWAP) is to contribute to food security, poverty reduction and climate resilience through the development of water and irrigation infrastructure in Eswatini. Agriculture and water development play a critical role in supporting inclusive economic growth, job creation and poverty alleviation. The project includes the construction of three dams, including the Mpakeni Dam, with the first water delivery expected in April 2028. A further component is the development of an agro-industrial processing zone, initially focused on cotton processing and the manufacture of fabrics and textiles. Crops produced through the irrigation infrastructure developed under Phase 1 will be processed within the agro-industrial park. The project also includes the development of an eco-city in the Shiselweni region, supporting long-term sustainable economic development.
Project overview
Investment opportunity
The project offers investment opportunities across commercial agriculture, agro-processing and real estate development. Approximately 30,000 hectares of land will be made available for commercial farming, creating opportunities for investors in crop production, farm development, agricultural infrastructure, farm machinery, fertilisers and agrochemicals. Additional opportunities exist within the Agro-Industrial Processing Zone for processors, manufacturers and EPC contractors to participate in the processing and manufacture of agricultural products derived from the irrigated farmland. A further investment opportunity lies in the development of a smart city within the region, including commercial, residential and social infrastructure such as shopping centres, accommodation, schools, hospitals and ICT-enabled infrastructure.
