Integrated Platforms for Meat Production, Processing and Distribution

Nationwide (Regional Platforms and Prefectural Slaughterhouses), Togo Africa

Agriculture & Food Systems Climate: Cross-cutting

Modernising and integrating Togo's meat value chain from production to distribution

Project overview

The project aims to establish integrated platforms for the production, processing and distribution of meat products at national level, with potential reach across the wider subregion. It provides for the construction of two regional platforms to aggregate livestock production from farmers across the regions, prefectures and municipalities, as well as slaughterhouses in each prefecture. It also includes improved infrastructure and equipment for meat processing, preservation, packaging and distribution, together with systems for managing slaughter by-products and waste. With an estimated investment cost of US$97 million, the project responds to the need to structure and modernise the meat sector by providing Togo with an integrated system linking production, processing and distribution as part of the livestock sector reform plan.

Investment opportunity

The project is a priority investment area under the livestock sector reform plan. The slaughterhouses will operate under a meat company model. Sites for the facilities have been identified, and some have already been secured. Preliminary studies have estimated the potential return on investment for each type of infrastructure and indicate commercial viability for private operators. Financing is envisaged through a public-private partnership (PPP), with funding arrangements to be defined as part of the PPP structuring process. Investors can participate in the development and operation of regional platforms, slaughterhouses, processing, preservation and distribution facilities, as well as by-product valorisation activities.

Expected impact

Jobs created / supported

Temporary jobs will be created during the construction of the regional platforms and slaughterhouses. Direct and indirect employment opportunities will arise across slaughterhouses, regional platforms and the wider value chain, including suppliers, aggregators, transporters, butchers, retailers and by-product valorisation operators. Employment figures have not yet been quantified.

Economic & development benefits

  • Structures a national meat value chain from production to distribution
  • Establishes two regional aggregation platforms and slaughterhouses in each prefecture, with potential reach across the wider subregion
  • Improves processing, preservation and packaging capacity
  • Contributes to food security objectives
  • Offers commercial opportunities for private-sector participation, supported by preliminary studies assessing the viability of key infrastructure components

Climate & resilience benefits

  • Strengthens animal disease surveillance, preparedness and control through vaccination campaigns, veterinary staff training and digital tools, enhancing livestock resilience to climate shocks and reducing emissions intensity
  • Converts slaughterhouse by-products, wastewater and livestock manure into clean energy, animal feed and compost, helping to prevent methane emissions and reduce reliance on wood fuel
  • Integrates solar energy solutions to improve the energy efficiency of storage and cold-chain infrastructure
  • Structures cattle production around Cattle Production Development Zones (ZAPBs) with improved pasturelands, pastoral boreholes, fodder banks and vaccination facilities, reducing reliance on natural grazing during droughts and floods
  • Transforms slaughterhouses into strategic hubs for veterinary inspection, animal health surveillance and disease data collection
