The Government of Togo plans to develop a 120 MW dual-fuel thermal power plant on the site of the former Lomé Thermal Power Station (CTL) in the Port of Lomé industrial area, targeting approximately 100 MW of net available capacity. The plant will comprise 12-15 modular reciprocating engines of around 8-10 MW each, operating primarily on natural gas with liquid fuel as backup. It will connect to the West African Gas Pipeline through existing on-site tie-in flanges and to the 161 kV transmission network. The project responds to peak electricity demand of approximately 360 MW in the first quarter of 2026 and annual demand growth of around 10%. It includes the dismantling of the former CTL facilities, grid connection works, personnel training and a five-year operation and maintenance (O&M) arrangement, with an indicative implementation period of approximately 18 months. The project contributes to Togo's National Energy Compact under Mission 300.
Project overview
Investment opportunity
The project offers development partners and financial institutions an opportunity to support the expansion of Togo's dispatchable generation capacity, with an estimated investment cost of US$120-180 million. Investment is sought primarily through concessional and development finance debt, potentially complemented by financing from local institutions. The project could be developed under an Independent Power Producer (IPP) model, without a sovereign guarantee and supported by a competitive electricity tariff. Alternatively, it could be implemented through an Engineering, Procurement and Construction (EPC) contract covering commissioning, personnel training and five years of post-commissioning operation and maintenance services. An Early Market Engagement exercise was conducted on 18 September 2026, and the procurement process is expected to be launched by the end of 2026.

Expected impact
Jobs created / supported
The number of jobs will be confirmed through feasibility studies and employment impact assessments. The project is expected to create direct and indirect employment opportunities during site preparation, construction and commissioning, as well as skilled jobs in plant operation and maintenance and opportunities for local contractors, suppliers and service providers.
Economic & development benefits
- Increases national generation capacity by approximately 120 MW installed (around 100 MW net)
- Strengthens domestic dispatchable generation capacity and reduces dependence on imported electricity
- Improves the security and reliability of electricity supply, particularly during periods of peak demand, through flexible dual-fuel technology
- Supports industrial growth, commercial activity and broader economic development
- Contributes to the financial sustainability of the electricity sector, subject to competitive generation costs and appropriate operating arrangements
Climate & resilience benefits
- Strengthens the operational resilience of the power system through additional dispatchable generation capacity
- Improves security of supply through dual-fuel capability in the event of natural gas supply disruptions
- Supports the integration of intermittent renewable energy through flexible generation capacity
- Incorporates climate-resilient design measures to address flooding, extreme heat and other relevant hazards
- Promotes efficient natural gas-based generation while assessing and managing associated greenhouse gas emissions
