The Togo Aquaculture Project aims to develop a commercially viable aquaculture industry to meet growing demand for fish in national and regional markets. Located in the Maritime and Plateaux regions of southern Togo, the project will promote the production of marketable tilapia (Oreochromis niloticus) and other aquaculture products through floating-cage farming and the development of additional value-added species. With an estimated investment cost of US$80 million, the project includes the construction of a tilapia hatchery with an annual production capacity of 10-12 million fry, as well as cold storage facilities, refrigeration equipment and ice-production facilities. These investments are intended to strengthen fish production, preservation and distribution capacity.
Project overview
Investment opportunity
The project offers private investors the opportunity to participate through a public-private partnership (PPP) in the financing, development and operation of a commercial aquaculture value chain. Potential areas of involvement include floating-cage aquaculture, hatchery management, fish processing, cold-chain logistics, storage and distribution. Potential returns on investment have been estimated from the fifth year of operation. The partnership framework is expected to define the respective responsibilities of public and private partners, financing arrangements, operational requirements and revenue-sharing mechanisms. With pre-feasibility and feasibility studies completed and sites identified, the project is positioned to advance towards financing and implementation, subject to final PPP structuring.
