Transformative Methane Reduction: Empowering Women for Climate Resilience in Livestock Sector | Commonwealth Climate Finance Access Hub Supported

Mauritius Africa

Agriculture & Food Systems Climate: Cross-cutting

Project overview

The project targets methane emissions from Mauritius' livestock, solid waste and wastewater sectors through a portfolio of climate-smart mitigation interventions. Core technical measures include installation of biogas digesters to convert livestock waste into renewable energy, improved manure storage and management practices, and climate-smart livestock husbandry (feed adjustments, supplements and selective breeding) to reduce enteric fermentation. These are complemented by upgraded waste-management infrastructure and gender-responsive adaptation strategies embedded across implementation. Results will be tracked through a Theory of Change and Logical Framework linking activities and outputs (biogas units installed, waste infrastructure upgraded) to intermediate outcomes (reduced methane emissions, improved agricultural productivity) and higher-level outcomes (renewable energy access, improved air quality).

Expected impact

Economic & development benefits

  • The project is expected to generate direct and indirect employment in biogas installation and maintenance, waste collection, and climate-smart farming, alongside new income streams for women-led cooperatives operating as micro-enterprises
  • Improved livestock and manure management should raise agricultural productivity and household incomes, while biogas systems expand access to renewable energy and reduce fuel costs
  • Health benefits are anticipated from better air quality and lower exposure to waste-related pollutants, particularly for women and children
  • By strengthening local capacity and linking cooperatives to carbon markets and green finance, the project aims to sustain benefits beyond the grant period and create a replicable, low-carbon development model for other African countries

Climate & resilience benefits

  • The project targets an estimated 120,000 tonnes CO₂e of methane avoided or reduced over 10 years through biogas capture and climate-smart livestock/waste management, with at least 20% reduction in methane emissions from Mauritius' agriculture and waste sectors and a 40% cut in livestock waste sent to landfill (from under 5% currently diverted)
  • This is expected to contribute roughly 15% toward Mauritius' NDC methane target, supporting the country's overall 40% GHG reduction goal by 2035
  • Some 200 functional biogas systems (up from 5) will expand clean energy access to an estimated 40% of target households, while climate-smart practices adopted on 100+ farms are projected to raise livestock productivity by 20%, strengthening resilience of rural livelihoods to future climate shocks
  • Co-benefits include improved air quality and reduced respiratory illness in target communities
