Transport & Logistics Climate: Mitigation

A 45 km light rail system for Maputo, Matola and Marracuene

Project overview

The project is a surface metro (Light Rail Transit) of about 45 km along priority corridors in the municipalities of Maputo, Matola and Marracuene. It will be built in two phases of USD 450 million each, with an estimated capacity of 15,000–20,000 passengers per hour per direction. Public transport in Maputo today relies on “chapas”, low-capacity minibuses with irregular schedules and poor maintenance, and on a CFM suburban rail service with only a few trips a day. The metro is needed to provide reliable, high-capacity mass transit for a fast-growing metropolitan area, cut travel times and costs, and support orderly urban development.

Investment opportunity

The metro requires USD 900 million in two equal phases of USD 450 million. Feasibility studies have been completed and the Government is seeking concessional financing from the Abu Dhabi Fund for Development. The system serves a large, growing urban market: Mozambique’s urban population is projected to rise by 87% to 22.4 million by 2050. Stations are expected to drive real estate and commercial development, opening opportunities in peripheral areas such as Benfica, Zimpeto and Mavalane. Financiers can provide concessional loans for either or both phases, and private investors can take part in development around the stations.

Expected impact

Jobs created / supported

Not quantified in the pipeline. Jobs would come from construction of the 45 km line and stations, from operating the system, and from commerce and services around stations.

Economic & development benefits

  • Mass transit capacity of 15,000–20,000 passengers per hour per direction
  • Real estate and commercial development around stations
  • Opens up peripheral areas such as Benfica, Zimpeto and Mavalane
  • Better access to jobs across the metropolitan area

Climate & resilience benefits

  • Lower CO₂ emissions from the shift from cars and minibuses to electric rail transit
  • Less road congestion in the metropolitan area
