Beira Oil Terminal - Second Pier

Port of Beira, Sofala Province, Mozambique Africa

Transport & Logistics Climate: Not applicable

Doubling fuel import capacity at the gateway for Zimbabwe

Project overview

The project builds a second pier at the Beira Oil Terminal in Sofala Province. It will double the terminal’s capacity from 5 to 10 million tonnes a year. The terminal handles fuel imports for central Mozambique and for landlocked neighbours: Zimbabwe (54% of volumes), Zambia (15%), Malawi and the DRC. Berth occupancy is currently above 86% and vessels currently wait about 15 days to berth. The second pier is needed to reduce these waiting times and costs, secure fuel supply for the region, and support the growth of the Beira corridor.

Investment opportunity

The project requires USD 110 million and is at the capital-raising stage. It is seeking private and development finance, with a financing timeline of 6–12 months. Demand is already proven: berth occupancy is above 86% and vessels wait about 15 days. Regional customers in Zimbabwe, Zambia, Malawi and the DRC provide diversified demand. The investment is a brownfield expansion of an operating terminal, so it carries less development risk than a new facility. Investors can participate through private equity, project finance or DFI loans.
