The Lae Industrial Park is a phased port and industrial development programme centred on the Port of Lae, Papua New Guinea's principal cargo gateway. It combines port capacity expansion with adjacent serviced industrial land for logistics, manufacturing and port-dependent industries. The programme includes container terminal expansion, basin expansion, new general cargo, dry bulk, liquid bulk and fisheries facilities, access roads and gates, logistics and office areas, and light manufacturing precincts. It is designed to accommodate forecast cargo growth from approximately 7.7 million tonnes to 22.5 million tonnes by 2045, address existing capacity constraints, and support import substitution, downstream processing and export-oriented manufacturing. The master plan proposes phased delivery through to 2045, aligned with demand, under an integrated SEZ model covering existing and future port land. The programme aims to strengthen Lae's role as Papua New Guinea's leading industrial centre, domestic coastal shipping hub and regional maritime logistics platform.
Project overview
Investment opportunity
The programme provides multiple project-level investment opportunities rather than relying on a single funding structure. Commercial and hybrid components may be delivered through PPPs, joint ventures, long-term leases, BOT or BOD concessions, management contracts and strategic partnerships. Potential investment opportunities include container terminal expansion, general cargo and dry bulk terminals, liquid bulk jetties and tank farms, fisheries processing facilities, logistics and warehousing infrastructure, standard factory buildings, utilities, reliable power solutions and tenant-led processing plants. Investors may contribute equity, debt financing, technical expertise, operational capabilities, anchor tenancy, real estate development experience or project preparation support. The master plan identifies local developers, state-owned enterprises, banks, superannuation funds, development finance institutions, international terminal operators and private industrial companies as potential participants. Individual investments will be assessed for bankability, market demand, development impact, governance arrangements and environmental and social compliance prior to implementation.

Current status / progress to date
Phase 1 strategic analysis was completed in April 2026, followed by completion of the Master Plan in September 2026. The Master Plan establishes the development concept, implementation schedule, governance framework and funding approach for the programme. Project-level feasibility studies, environmental and social impact assessments, engineering design, approvals, partnerships and financing remain outstanding prior to implementation.

Expected impact
Jobs created / supported
The master plan estimates employment across the Lae port ecosystem rising from approximately 6,650 FTEs currently to 19,600 FTEs by 2045. These estimates cover direct port, terminal, logistics and manufacturing employment and exclude indirect or spin-off jobs.
Economic & development benefits
- Increases cargo throughput from approximately 7.7 million tonnes per annum (Mtpa) to 22.5 Mtpa by 2045
- Grows estimated ecosystem gross income from US$683 million to US$4.195 billion by 2045
- Increases estimated GDP/GVA contribution from US$306 million to US$2.39 billion, raising national GDP contribution from 1% to 4%
- Enables import substitution, downstream processing, export-oriented manufacturing and the expansion of port-dependent industries
- Strengthens domestic coastal shipping, mining support services, logistics capacity and trade connectivity
Climate & resilience benefits
- Requires Environmental And Social Impact Assessment, Hydrodynamic, Meteorological, Flood, Drainage And Risk Studies During Project Preparation
- Proposed Dikes And Breakwaters Strengthen Protection Of Future Liquid-Bulk And Reclaimed Port Areas
- Incorporates Stormwater, Effluent, Sewerage, Waste And Emergency Response Systems Within Project And Tenant Requirements
- Can Accommodate Green Fuels, Renewable Energy, Energy-Efficient Logistics And Circular Economy Activities, Subject To Project Feasibility
- Climate Classification And Quantified Benefits Require Confirmation At The Individual Project Level
