The Grenada ICE-to-EV Eco-Conversion Pilot is an initiative that converts internal combustion engine (ICE) vehicles into zero-emission electric vehicles (EVs). Implemented with the Grenada Transport Commission, TAMCC, and national ministries, it establishes a circular-economy blueprint for SIDS fleet electrification. Transportation causes 39% of Grenada's energy emissions. Full EV imports carry a prohibitive $999M cost, cause capital flight, and worsen road congestion across 60,000+ active vehicles. Retrofitting existing chassis decouples decarbonisation from net vehicle growth, retains local capital, and avoids state debt—creating a blueprint scalable to 5,000–10,000 vehicles for ~$100M USD. Objectives: Fleet Retrofit: Convert 6–8 government vehicles using modular EV kits; Green Workforce: Upgrade TAMCC workshops with high-voltage curricula; Standards: Draft statutory safety and legal certification frameworks. Telemetry: Verify steep-terrain performance to de-risk private capital.

Economic & development benefits
- The project reduces vehicle decarbonisation costs from $999M (full EV imports) to a scalable retrofit model ($12k–$15k/kit), preserving national foreign exchange reserves by curbing fuel imports
- Localising mechanical conversions retains domestic capital, turning auto shops into green micro-enterprises
- Intended beneficiaries include public transit operators, local mechanics, student technicians, and commuters
- Directly, 150+ mechanics, TAMCC students, and transport operators will benefit from specialised training and lower operational cost-per-mile
- Indirectly, the entire citizen population (~110,000) will gain from stabilised transit fares, reduced urban air pollution, and avoided national debt growth
Climate & resilience benefits
- Short-term: Directly eliminates tailpipe emissions across the 6–8 converted government utility vehicles and validates high-torque battery performance on steep, mountainous terrain via open-source telemetry MRV
- Long-term: Accelerates Grenada's Second NDC goal of a 40% economy-wide GHG reduction by 2030 and supports the 100% ICE import ban by 2035
- Decoupling fleet decarbonisation from net vehicle growth prevents added congestion on a gridlocked island
- Scaling the model to 5,000–10,000 retrofits eliminates the primary contributor to energy sector emissions (transport = 39%), advancing energy security and long-term climate resilience
