Dominica Integrated Solid Waste Management and Circular Economy Programme | Commonwealth Climate Finance Access Hub Supported

Dominica Caribbean and Americas

Climate & Green Economy Climate: Cross-cutting

Project overview

Dominica's 25,000–30,000 tonnes of annual waste (50–60% organic) goes to one landfill with no methane capture or processing — an unmanaged emissions source that is also an untapped resource. Building on its GIZ-backed plastics pilot, the programme deploys five components: source segregation (the foundation all others depend on), organic waste-to-fertiliser, a clean-fuel pilot, a 1 MW biodigester, and landfill methane capture. It delivers both mitigation (avoided methane, displaced diesel) and adaptation (reduced landfill risk, less import dependency) — a bundled benefit rare in SIDS waste programming. Positioned for CHOGM 2026, it turns an overlooked sector into a differentiated investment case and a replicable model for other Caribbean SIDS facing the same constraints.

Economic & development benefits

  • The programme delivers measurable economic and development gains alongside its climate benefits
  • An estimated 200+ direct and indirect jobs are created across eco-hub sites, spreading employment beyond the capital
  • The 1 MW biodigester displaces diesel imports, saving foreign exchange and reducing exposure to fuel-price shocks
  • Domestic biofertiliser production (potentially ~2,000 tonnes/year at scale) substitutes costly imported fertiliser, supporting farmer incomes and food security
  • Diverting waste from the landfill lowers land-use pressure and public-health costs, while source segregation builds a lasting circular-economy workforce and skillset within DSWMC
  • As a first-of-kind, bundled adaptation-mitigation waste model for the Eastern Caribbean, Dominica also positions itself to export technical expertise regionally and attract follow-on climate finance — reputational and investment returns beyond the programme's direct outputs

Climate & resilience benefits

  • The programme cuts greenhouse gas emissions on two fronts: avoided methane from diverted organic waste and captured landfill gas, and displaced diesel generation from the 1 MW biodigester and clean fuel
  • It directly advances Dominica's NDC commitment to shift away from fossil-fuel power
  • On resilience, it reduces the country's dependence on a single, storm-exposed landfill — lowering public-health and environmental risk that compounds after hurricanes — while domestic fertiliser and energy production cut reliance on imports vulnerable to post-disaster disruption
  • Coupled with source segregation as a durable institutional foundation, the programme builds long-term system resilience, not just a one-off emissions reduction
  • It is a concrete expression of Dominica's pledge to become the world's first climate-resilient nation, and a replicable model for other storm-exposed, import-dependent Caribbean SIDS
