Power the Energy Transition of Mauritius — Unlocking Returns Through Renewable Power, Energy Security and a Low-Carbon Future

Project overview

Mauritius is seeking investment to accelerate its transition to a low-carbon economy through a USD 137 million renewable energy programme. The initiative combines four components: household solar PV expansion, renewable energy deployment by private operators, a 20 MW Battery Energy Storage System (BESS), and biogas cogeneration upgrades at wastewater treatment facilities. It aims to reduce dependence on imported fossil fuels, strengthen energy security, increase renewable energy generation, and support the national target of 60% renewable energy in the electricity mix by 2035. The programme will expand access to clean energy for households and businesses, support coal phase-out efforts, enhance grid stability, and promote local renewable resources such as solar, biomass, biogas and wind. It is expected to deliver substantial greenhouse gas emissions reductions, improve resilience to energy price shocks, create green jobs, and strengthen Mauritius’ long-term economic and environmental sustainability.

Investment opportunity

Renewable energy projects currently under facilitation by the Economic Development Board of Mauritius represent a combined installed capacity of approximately 213.7 MW and an estimated investment value of MUR 17 billion. This robust pipeline reflects growing investor confidence in Mauritius’ transition to 60% renewable energy by 2035 and presents substantial opportunities for investors, developers and technology providers across:
1. Solar PV;
2. Waste-to-energy;
3. Battery storage and grid infrastructure;
4. Biomass and bagasse generation; and
5. Industrial decarbonisation and energy efficiency projects.

Additional pilot opportunities exist in:
1. Offshore wind and wave energy generation;
2. Ocean-based renewable energy; and
3. Green hydrogen.
