The Temaiku Land Reclamation and Urban Climate Resilience Project aims to strengthen climate resilience in South Tarawa by developing 20 hectares of safe, climate-resilient and serviced land as Phase 1 of a wider 330-hectare Temaiku development. The Project responds to Kiribati’s severe land scarcity, population pressures and growing exposure to sea-level rise, coastal erosion, flooding, storm surge and saltwater intrusion. It will integrate climate-resilient land reclamation, coastal protection, resilient infrastructure, environmental and social safeguards, and risk-informed urban planning. The reclaimed land will provide a foundation for future resilient housing, public infrastructure, services and economic activities. Phase 1 will apply a “learn-by-doing” approach, generating technical and implementation lessons to guide the wider 330-hectare development and support replication of climate-resilient urban solutions in other vulnerable communities across Kiribati.

Economic & development benefits
- In the short term, the Project will reduce exposure to climate hazards by developing 20 hectares of safe, climate-resilient land with appropriate reclamation, ground improvement, coastal protection, drainage and resilient infrastructure
- It will strengthen preparedness and reduce vulnerability to sea-level rise, coastal erosion, storm surge, flooding and saltwater intrusion
- In the long term, the Project will provide a resilient foundation for housing, infrastructure, public services and economic activities within the wider 330-hectare Temaiku development, reducing future climate-related losses and disruption
- Phase 1 will also strengthen national technical and institutional capacity and generate practical lessons for scaling climate-resilient urban development
- The Project will therefore deliver lasting adaptation benefits by enabling planned, risk-informed and climate-resilient growth in South Tarawa and supporting replication in other vulnerable communities across Kiribati
Climate & resilience benefits
- In the short term, the Project will reduce climate vulnerability in South Tarawa by developing 20 hectares of safe, climate-resilient land designed to withstand sea-level rise, coastal erosion, storm surge, flooding and saltwater intrusion
- Climate-risk assessments, resilient engineering, ground improvement, coastal protection and drainage will reduce exposure of people, assets and future infrastructure to climate hazards
- In the long term, the Project will establish a resilient foundation for housing, public infrastructure, essential services and economic activities within the wider 330-hectare Temaiku development
- This will reduce future climate-related losses, displacement and disruption while supporting safer and more sustainable urban growth
- Phase 1 will also strengthen national capacity and generate practical technical and institutional lessons for subsequent phases and replication of climate-resilient development in other vulnerable communities across Kiribati
