Strategic fuel storage infrastructure to strengthen energy security and supply chain resilience

Project overview

The Regional Tank Farm Project is a strategic investment initiative aimed at strengthening Sierra Leone's petroleum storage infrastructure to enhance energy security, supply resilience, and fuel availability. The project will develop strategically located storage facilities to improve the reliability of fuel supplies and reduce vulnerability to supply chain disruptions. As Sierra Leone relies heavily on imported petroleum products, the project will help improve storage capacity while supporting long-term energy sector stability. The proposed Build-Operate-Transfer (BOT) model would enable private investors to finance, construct, and operate the facilities, generating returns through storage and operational agreements before ownership is transferred to the Government after an agreed period.

Investment opportunity

The Regional Tank Farm Project will develop modern petroleum storage facilities to strengthen fuel supply security and improve the resilience of Sierra Leone's energy infrastructure. The project includes the construction of large-capacity storage terminals in strategic locations, integrated with national fuel distribution networks to improve supply chain efficiency and support future growth. Facilities will incorporate environmental compliance measures, spill containment systems, fire safety protocols, and advanced monitoring systems for real-time inventory management. The project will also provide storage for diesel, petrol, jet fuel, and fuel oil, helping to maintain strategic fuel reserves and improve access for oil marketing companies, industrial users, and emergency services. In addition, the project supports national energy objectives and regional trade integration, with the potential to serve as a regional fuel storage and distribution hub.
