North-South Highway Extension, Phase 1B: Mammee Bay to Prospect

St. Ann and St. Mary (Mammee Bay to Prospect), Jamaica Caribbean and Americas

Transport & Logistics Climate: Adaptation

A 17.5 km toll highway bypassing Ocho Rios, sized for a single investor

Project overview

Phase 1B is the eastern phase of the North-South Highway Extension: a 17.5 km four-lane divided toll highway extending east from the Mammee Bay interchange around Ocho Rios to Prospect in St Mary. The project will connect to the North Coast Highway via the existing Three Hills Road, with an interchange at Fern Gully Road and a new northern link road. It will be built to the same standard as Phase 1A. The project is needed because Ocho Rios is one of Jamaica’s principal tourism destinations and all east-west traffic along the north coast currently passes through its centre. The alignment crosses the Dunn’s River watershed upstream of the falls; NROCC’s environmental screening identifies this as a construction-stage risk to be managed through standard sediment and pollution control measures, with negligible impacts expected during operation.

Investment opportunity

At US$224 million, Phase 1B represents an initial tranche of the North-South Highway Extension that could be delivered by a single investor or a small consortium, while bypassing the most congested town along the corridor and capturing the traffic most likely to utilise a tolled route. The project will build on the established tolling system, operator and customer base of the North-South Highway and can progress independently while financing for Phase 1A is being assembled. Land acquisition requirements are relatively limited, with a defined project scope comprising 17.5 km of highway infrastructure and an estimated land cost of US$6.6 million. Preliminary design work and a bill of quantities have been prepared, feasibility studies are being finalised, and the project concept has been submitted to the Public Investment Appraisal Branch. A memorandum of understanding with China Harbour Engineering Company covers the feasibility and design-build phases of the wider extension programme. Financing and concession opportunities remain open. Investors may participate as concessionaires, equity investors, debt financiers, or providers of project preparation finance.

Expected impact

Jobs created / supported

Construction over a 36-month period is expected to create employment in civil engineering, earthworks, structural works, materials supply and related services across St Ann and St Mary. Upon completion, the project will support permanent employment in toll road operations and highway maintenance. Employment figures will be confirmed through the detailed feasibility study.

Economic & development benefits

  • Bypasses Ocho Rios, one of Jamaica's principal tourism destinations, through which all east-west traffic along the north coast currently passes
  • Extends the North-South Highway toll road into St Mary
  • Provides an investment opportunity of a scale suitable for a single investor or small consortium while Phase 1A financing is assembled
  • Requires relatively limited land acquisition, with 17.5 km of highway infrastructure and estimated land costs of US$6.6 million
  • Reduces through-traffic in Ocho Rios, improving conditions for residents and visitors

Climate & resilience benefits

  • Provides an inland alternative to a coastal road exposed to storm surge and coastal erosion
  • Reduces congestion-related fuel consumption and emissions in and around Ocho Rios
  • Incorporates protection measures for the Dunn’s River watershed through construction-stage sediment and pollution controls
