The Nairobi Commuter Rail Rolling Stock Programme will acquire modern diesel-electric multiple units (DEMUs), locomotives and coaches to expand and improve passenger services across the Nairobi metropolitan rail network. The existing 165 km network serves five operational lines, 16 stations and several halts, but limited fleet capacity constrains its ability to meet growing passenger demand. The rolling stock will support higher service frequency, improved reliability and interoperability with existing infrastructure, while remaining adaptable to future electrification. It is a core transport component of Nairobi Railway City and the wider Nairobi integrated transport programme, linking commuter rail with the new Central Station, BRT and non-motorised transport networks.
Project overview
Investment opportunity
The programme offers financiers and strategic partners an opportunity to support a clearly identified metropolitan mobility requirement within a wider pipeline of rail infrastructure investments. The investment can be structured as a phased fleet acquisition programme, beginning with priority trainsets for the Ngong, Embakasi Village and Nairobi Central Station-SGR Terminus corridors. Partners may provide debt financing, concessional finance, blended finance, export credit, leasing solutions or technical support for procurement, maintenance, lifecycle asset management and future electrification readiness. A co-financing approach involving domestic resources and development partner support is envisaged.

Feasibility & due diligence
Current status / progress to date
A feasibility study has been completed for the Phase 1 rolling stock programme, which forms part of a wider Nairobi commuter rail investment programme. A network optimisation study has defined Do-Minimum and Do-Maximum fleet requirements across the full network, while corridor infrastructure, signalling, station and public transport integration workstreams are advancing through Government of Kenya and development partner programmes. The procurement roadmap envisages competitive tendering and a co-financing approach to support phased fleet acquisition.
