Lulutai proposes to acquire and introduce one 37-seat De Havilland Dash 8-200, with MSN 511 identified as the target aircraft, subject to inspection and final selection. More than an aircraft acquisition, this investment will help rebuild Tonga's domestic air bridge. The package includes spares, ferry delivery, painting, crew training, compliance support and entry-into-service assistance. Anchored by a fleet comprising one Dash 8-200 and two Twin Otters, the plan will retire the ageing Y12 and strengthen Tonga's key domestic routes. The Dash 8 will serve the Tongatapu-Ha'apai and Tongatapu-Vava'u corridors, while Twin Otters will continue to serve lower-volume routes and outer island communities. Reliable flights are a lifeline for households, communities and commerce, yet current limitations weaken these connections. The project will restore controlled Part 121 operations, improve schedule reliability and support a sustainable national air bridge. Tourism, which contributes around 11% of GDP, is expected to benefit as reliable air services improve access to Vava'u and Ha'apai, extend visitor stays and increase spending across local communities and businesses.
Project overview
Investment opportunity
The project offers investors an opportunity to participate in the acquisition of a defined aviation asset and its full induction into Tonga's domestic aviation market. It seeks long-term concessional debt or aircraft asset finance, potentially supported by blended finance, guarantees and grant funding for eligible readiness activities. In addition to capital, Lulutai is seeking strategic and technical partners to support aircraft acquisition, operational readiness, workforce training, maintenance, compliance and skills transfer. The V7 base case projects revenue growth from TOP 25.90 million in Year 1 to TOP 35.24 million in Year 10, with profitability strengthening over time (TOP$1.06 million and TOP$3.31 million respectively). These forecasts cover the airline's full operations, including the Dash 8-200 and Twin Otter fleet, demonstrating commercial viability once the required investment is secured. Investors can support the acquisition through milestone-based disbursements, agreed security arrangements, maintenance reserves and financial reporting. Commercial viability depends on passenger demand, fare levels, government community service arrangements, affordable financing and disciplined execution. Independent aircraft valuation, technical inspection, reconciled financial modelling, safeguards review and liquidity planning remain key requirements.
