Mozambique’s first integrated pharmaceutical park, building health sovereignty

Project overview

The INMOZ Pharmaceutical Cluster is Mozambique’s first integrated agro-industrial pharmaceutical park, located at Parque 01 in Marracuene, Maputo Province. It will produce medicines, medical devices and pharmaceutical inputs through six specialised SPVs. P1 makes liquid and semi-solid medicines, P2 medical devices, P3 hydrophilic cotton and medical textiles, P4 cGMP pharmaceutical packaging, P5 pharmaceutical solvents (ethanol) and P6 advanced oncology medicines. The cluster is needed to reduce dependence on imported medicines (targeting a 10% reduction), strengthen the country’s health security and build a domestic pharmaceutical value chain.

Investment opportunity

The cluster offers six separate investment vehicles with defined CAPEX and base-case returns. Total CAPEX is estimated at USD 107 million (blended USD 85 million). The six SPVs are: P1 liquid and semi-solid medicines (USD 12m, IRR 32–35%), P2 medical devices (USD 18m, 30–32%), P3 hydrophilic cotton and medical textiles (USD 13m, 29–30%), P4 cGMP packaging (USD 14m, 25–27%), P5 pharmaceutical solvents (USD 10m, 22–24%) and P6 oncology medicines (USD 40m, 18–20%). Import substitution generates over USD 55 million a year in foreign exchange savings, which signals strong domestic demand. Investors can take equity in one or more SPVs or partner through a PPP.
