Digital & ICT Climate: Adaptation

Technology and innovation district on a proposed 130-acre site to support business growth and digital transformation

Project overview

The programme separates publicly supported infrastructure, including roads, power, water and fibre networks, from privately financed commercial developments. Developers would invest in offices, business process outsourcing facilities, laboratories and training centres through phased development, generating revenue from rents and service provision. Serviced plots could also support data, education and hospitality uses. Investors may participate in individual development precincts or infrastructure financing, rather than funding the entire project upfront.

Investment opportunity

The project is seeking master developers, precinct investors, anchor tenants, and development finance partners to support the phased development of a technology and business district. Initial plans include approximately 10,000 m² of pre-let commercial space, with subsequent phases linked to occupancy levels and financial performance. The investment structure comprises two tiers: enabling infrastructure, including roads, utilities, and digital connectivity, supported through development and concessional finance; and commercial buildings and serviced plots, financed through private investment backed by tenant commitments and long-term lease arrangements.
