Third country programmes

A range of capacity development programmes are offered by Commonwealth member countries through the Commonwealth Secretariat in order to provide specialist training. Training is related to areas of national comparative advantage and delivered using resources based in the host country.

These programmes promote the experience, expertise and resources of the host countries and offer a means by which essential skills and knowledge can be shared with, and benefit, the wider Commonwealth family.

Four countries currently offer third country programmes:

Indian Technical and Economic (ITEC) Programme 2019-2020

The ITEC Programme is fully sponsored by the Government of India and has been running successfully for over 50 years. It is designed to build the capacity of professionals through a series of unique training courses.

The Government of India has allocated 30 places for participants from Commonwealth member countries for the 2019-20 Programme.

There are 47 premier institutions conducting 280 short-term, medium-term and long-term courses across seven broad categories:

  1. Accounts, Audit, Banking and Finance
  2. IT, Telecommunications and English
  3. Management
  4. SME and Rural Development
  5. Specialised courses
  6. Technical courses
  7. Environment and Renewable Energy

CSIR - National Institute of Oceanography

The Commonwealth Secretariat is pleased to advise that the Government of India is offering a series of capacity building opportunities for Small States (SS) and Small Island Developing States (SIDS) from Commonwealth Member States under the Indian Technical and Economic (ITEC) Programme 2018-19.

The purpose of the capacity building programme is to learn how to use modern technologies for better management of ocean based national resources and wealth. In pursuance of this proposal, the following four training courses of two-week duration has been approved to be conducted by CSIR - National Institute of Oceanography, Goa during 2018-19:

  1. Remote Sensing Applications on the Coastal Zone Management - 20 participants
  2. Port Environment and Engineering Studies - 20 participants
  3. Multi-beam Survey Training - 15 participants
  4. Ballast Water Management - 20 participants

 Brief details of the courses are attached. Dates will be finalised in due course and then the courses will be uploaded on the ITEC Portal.

To be eligible, you should be a member of/employee/official in: government, semi-government, public/private sector, university/school, chamber of commerce and industry, or a non-governmental organisation.

Please note that individual deadlines and eligibility criteria apply to each course on the Programme. As there is limited availability applications should be submitted as early as possible in order to avoid disappointment, leaving a minimum of three months prior to the start date of your chosen training course.
