New chapter begins for Commonwealth Secretariat’s flagship IT for Development journal in 2026

As it celebrates its 40th year, the Information Technology for Development (ITD) journal is expanding its horizons and will now be published by the Association for Information Systems (AIS).

The journal, including its full archive, will be available in the AIS elibrary from 1 January 2026. This will allow it to grow in reach, joining AIS’s comprehensive library of publications and benefitting from the organisation’s considerable network.

Launched in 1986, ITD was the first journal explicitly dedicated to international research and analysis on the intersections between information technology and development. Its 31 volumes have shaped the evolution, theory and practice of the field of information and communications technology for development (ICT4D).

AIS is a global professional association for professionals and organisations involved in the research, teaching, practice and study of information systems.

Matthew Nelson, Executive Director at AIS, said:

‘It is an honour and privilege for the Association for Information Systems to own and publish Information Technology for Development. ITD is a forward-looking and exciting journal. It is also one of the most long-standing and historically important journals, with an outstanding track record supporting the ICT4D community.

Our thanks to the Commonwealth Secretariat for their outstanding stewardship of the journal over many years and to Taylor and Francis for their commitment and innovativeness during their term as publisher. Our thanks also to Silvia Masiero and Sajda Qureshi for their support of this process.’

ITD serves as a forum for policymakers, practitioners and academics to discuss strategies, tools and techniques for understanding IT’s effects on government, civil societies and the private sector. The journal’s impressive impact, status and goodwill has been built and sustained by two inspired leaders: Professor Sajda Qureshi, from the University of Nebraska, who piloted the journal between 2003 and 2023; and, since 2023, the current editor-in-chief, Dr Silvia Masiero from the University of Oslo.

Their efforts have been complemented by the dedication and expertise of its editorial board, contributors, peer reviewers and editorial office staff.

Dr Silvia Masiero, ITD’s Editor-in-Chief since 2023, said:

‘I am extremely thankful for the work of the Commonwealth Secretariat as the journal’s owner through the years. I look forward to continuing collaborations with ComSec in the future.’

The Commonwealth Secretariat, having supported the journal since the 1990s, became its owner in 2004, and will continue to be involved in and support it under its new ownership. ITD’s move to AIS also marks the end of its successful relationship with Taylor and Francis, its publisher since 2025.
