The Commonwealth Secretary-General, Hon. Shirley Botchwey, has announced the appointment of two new Deputy Secretaries-General to strengthen the organisation’s leadership team and support delivery of the Commonwealth’s strategic priorities across its 56 member countries.
Ambassador Tanmaya Lal of India has been appointed Deputy Secretary-General (Programmes), while Tania Baumann, a British and Australian citizen, has been appointed Deputy Secretary-General (Corporate). Together, they bring extensive international experience in multilateral engagement, governance and organisational leadership.
Both Deputy Secretaries-General are now in office, with Tanmaya Lal having assumed his role in March 2026 and Tania Baumann commencing her appointment on 21 May 2026.
In his role as Deputy Secretary-General (Programmes), Lal will lead the strategic direction and delivery of the Commonwealth Secretariat’s programme work across the key pillars of the Strategic Plan 2025–2030—Democratic Resilience, Economic Resilience and Environmental Resilience—as well as the cross-cutting theme social development, youth and gender.
As a distinguished career diplomat with nearly thirty-five years of experience in bilateral, regional, and multilateral affairs. He has held senior leadership positions in India and abroad, directing diplomatic missions and cultivating strategic partnerships across Asia, Africa, and Europe.
His role has involved providing counsel to political leadership and he has led complex multilateral negotiations on global issues. His expertise encompasses governance, south-south cooperation, and oversight of large-scale development partnership initiatives. He has extensive experience of engaging with the United Nations and other regional and multilateral organisations.
He is a Chemical Engineer and holds a Master’s degree in Biological Sciences.
On his assumption of office in March 2026, Deputy Secretary-General (Programmes), Tanmaya Lal, said:

Shirley Botchwey, and to contribute to the design and effective implementation of projects and programmes ranging from governance, trade & investment, climate, sustainability, oceans and more to bring value to member states”
As Deputy Secretary-General (Corporate), Tania Baumann will oversee the Secretariat’s corporate functions, including finance, human resources, operations, governance, and organisational strategy, ensuring the Secretariat remains efficient, accountable and fit for purpose.
Ms Baumann brings more than 25 years of experience leading international and public purpose organisations. Prior to joining the Commonwealth, she served as Chief Operating Officer of the World Energy Council, where she led global operations across a 90-country network.
She has also held senior roles at Nominet and the International Chamber of Commerce UK. Her career has focused on strengthening inclusive and high performing organisations that deliver practical value for partners and communities.
Speaking at the start of her appointment as Deputy Secretary-General (Corporate), Tania Baumann said:
"I am delighted to join the Commonwealth Secretariat as Deputy Secretary-General (Corporate), and to support the Secretary-General’s leadership at an important time for the organisation and its member states. The Commonwealth has a distinctive role to play in helping countries work together, respond to change and deliver practical value for the wider Commonwealth community.
"There is already a great deal to be proud of, and I look forward to working with colleagues and stakeholders to enable delivery of the 2025–2030 Strategic Plan in a way that is true to our values, strengthens our relevance, and supports the organisation to move at the pace required."
The appointments come at a pivotal time for the Commonwealth, as member countries prepare for the upcoming Commonwealth Heads of Government Meeting in Antigua and Barbuda later this year. Strengthening leadership across both programme delivery and corporate functions will ensure the Secretariat is well positioned to respond to navigate complex global challenges and continue delivering meaningful impact across the Commonwealth.
