The Commonwealth Secretariat is supporting the Government of the Gambia through the Gambia Investment and Export Promotion Agency (GIEPA) to update its National Export Strategy (NES) which recently ended, to cover a new period 2020 -2025.
The consultant(s) will be responsible for Diagnostics and Strategy Development including supporting the GIEPA (and the NES Secretariat) to finalise the diagnostic phase of the NES design; using an appropriate methodology to identify priority products and services, map linkages and identify strategic points where value may be maximised, and export competitiveness increased; undertaking a market assessment of priority products and services; developing key initiatives/actions required to drive export growth; preparation of the NES document; designing or identifying an effective monitoring and evaluation framework which will capture regular progress reports on the implementation of the strategy; and supporting GIEPA to identify any capacity constraints to better position the agency for effective management of the NES implementation process.
To be considered for this opportunity, you will need to have considerable expertise in national and/or sectoral strategy development for exports, preferably acquired in emerging or developing economies; at least 10 years’ international experience in export development; the ability to work with a broad range of stakeholders; a good understanding of trade policy issues affecting small states; and a good track record of working in Sub-Saharan Africa and West Africa in particular. You will need to be a trade or marketing specialist with post graduate qualifications in International Trade, Economics, Business or Law.
