The Commonwealth Telecommunications Organisation (CTO) is the oldest and largest Commonwealth intergovernmental organisation in the field of information and communication technologies. Although our history is traced back to 1901 with the establishment of the Pacific Cable Board, the organisation has only existed in its present form as an intergovernmental treaty organisation since 1967. With a diverse membership spanning developed and developing countries, small island developing states, the private sector and civil society, the CTO aims to become a trusted partner for sustainable development for all through ICTs.
The CTO has a long tradition of providing cost-effective training for its members. In 1985 the Programme for Development and Training (PDT) was formed which offers Ministries, regulatory agencies and operators around the world a dependable resource for acquiring knowledge on specific issues, through unique training and expert assistance programmes. PDT participants learn through sharing their experience with peers from other countries supported by a network of well qualified technology and industry experts. PDT membership differs from other membership categories, in that recipient members pay a membership fee for the sole purpose of training, and the membership subscription is assigned to the facilitation of training by the Division of Capacity Development.
The Programme for Development and Training (PDT) of the CTO is an extensive international knowledge exchange and capacity building programme in the field of ICT. Each year, around 1,000 information and communication technology professionals from across the Commonwealth are trained by the CTO through training courses organised under the PDT. We leverage a wide network of engineers, business managers and other industry experts from our Membership to help deliver these courses. While some of these courses are limited to the PDT members, most courses admit non-members.
Building on the success of PDT, the CTO also offers a wide range of bespoke training courses for organisations across the world.
The Capacity Development Division is one of three commercial divisions that make up the operational department of the CTO; the department consists of the Events Division, the Capacity Development and Training Division and the Technical Support and Consultancy Division.
The Capacity Development Division is managed by the Capacity Development Manager and the Division is currently supported by a Capacity Development Marketing Executive and a PDT Programme Officer , these two roles report direct to the Capacity Development Manager. The Division as a whole reports directly to the Director of ICTs for Development, who oversees operational control of the Programme for Development and Training (PDT).
