About the assignment

This is Phase II of a multi-country project for strengthening policy and practice around youth participation in governance in the Commonwealth. It requires country studies, and the design of country-specific youth participation in governance frameworks and a holistic principles/approaches framework for the Commonwealth Secretariat which will be a white paper for the Secretariat to advance inclusive, representative youth participation in governance across the Commonwealth’s member states. This is a critical, high-level study and white paper that is projected to be influential in determining policy and practice around youth participation in governance across the Commonwealth, and placing the Commonwealth Secretariat on the map on youth participation matters.

The successful consultant will have a degree in the social sciences or a related field, or equivalent experience. Other requirements are a minimum of 15 years’ experience in governance and democracy initiatives at global, national and local level, including with young people, a complex understanding of youth development and participation theory and principles including critical writing on participation and participation models, demonstrated capacity both in providing technical support for, and practically implementing, sustained, long-term, youth participation in governance mechanisms at local government, national and global levels. Applicants need to conclusively demonstrate tangible results for young people through local, national and global youth participation structures as a result of agency/consultant strategies. Sustained, long-term work with most marginalised youth groups and demonstration of reflective practice is a must in keeping with the practice-based remit of the consultancy. Demonstrated capacity in formulating complex guidance for democracy initiatives is a must.
