Invitation not intervention

The Commonwealth Secretariat works on behalf of our members, providing assistance upon request and never through imposition. If we were to impose ourselves then we would never be able to work in partnership with or have proper access to representatives from governments, political parties and civil society. An invitation means there is a broad welcome that will allow Observer Groups to work effectively with the government and other stakeholders, including election commissions, the media and political parties.
